ECE Planning
ECE Planning secured planning permission for a new purpose-built home for the Bilingual Primary School in Brighton & Hove, working in collaboration with ECE Architecture, Kier Construction, the Education Funding Agency, and key school stakeholders. The approved scheme delivers a high-quality two-storey building providing up to 630 primary school places, supporting the school’s long-term growth and educational ambitions.
Since opening in 2012, the school had operated from temporary accommodation. This permanent facility meets an acute local need for primary places in a highly sustainable, central location. However, the site posed several planning challenges.

Located within a Conservation Area and adjacent to a number of Listed Buildings, the design had to be sensitive to its historic setting. ECE Planning led the planning strategy, securing support for a contemporary architectural response that respected the heritage context while delivering the necessary educational accommodation.
Community engagement and technical evidence also addressed local concerns around traffic and parking. The outcome reflects ECE Planning’s ability to deliver complex education projects, balancing modern requirements with local sensitivities in constrained and historic urban environments.
