ECE Planning acted as lead consultant on the regeneration of a prominent, long-vacant site in Worthing town centre, formerly home to Buzz Bingo. The approved scheme delivers 53 residential units, comprising 47 apartments and six three-bedroom townhouses, together with two ground-floor commercial/community-use units.
A detailed viability assessment and coordination of several design amendments were key stages in an approach that balanced policy requirements with the site’s constraints and development objectives. The scheme was shaped in close response to stakeholder feedback, with particular attention given to scale, design quality, and neighbour amenity.
Contemporary in approach yet sensitive to its context, the development enhances the existing townscape and brings a long-derelict site back into active use. Local heritage groups responded positively to the proposals, recognising the visual uplift and wider regeneration benefits for this key location in the town centre.
Through viability reporting and careful negotiation, it was demonstrated that on-site affordable housing provision was unachievable. The planning committee acknowledged the scheme’s financial constraints and granted unanimous approval in recognition of the significant public benefits delivered.
