ECE Planning

ECE Planning were appointed by Lewes District Council to lead the planning for the comprehensive redevelopment of West Beach, a prominent coastal site adjacent to the Brighton to Newhaven Cliffs SSSI and within the setting of the Scheduled Ancient Monument at Newhaven Fort. The scheme forms part of the Government’s Levelling Up Fund investment in Newhaven and completes the regeneration of West Quay, more than 20 years in the making.

The approved development will transform the area into a vibrant leisure and community destination, featuring a landmark restaurant, community facilities, outdoor gym, extensive children’s play areas, splash pad, and high-quality landscaped public realm. Sensitive to its unique coastal and historic setting, the design draws inspiration from the site’s natural forms, patterns, and textures, integrating ecological enhancements, native planting, and retained shingle habitats.

ECE Planning managed the project from inception to unanimous approval at Planning Committee, including the initial planning appraisal, detailed pre-application discussions with Lewes District Council, and stakeholder engagement. The team worked closely with council officers across planning policy, urban design, heritage, and ecology, alongside statutory consultees such as Historic England, East Sussex County Council, and Southern Water, to address complex environmental and heritage considerations.

 

Following successful negotiation and presentation to Planning Committee, permission was granted subject to a Section 106 Agreement. ECE Planning continue to support Lewes District Council in the delivery phase, discharging planning conditions and maintaining proactive engagement with the Council and project partners to bring this strategically significant regeneration project to fruition.
