A collaborative design solution that seamlessly integrates three public services within a single architectural vision, creating a shared community resource for Newhaven.

Designing for multiple stakeholders presented a unique challenge: how to create a building that satisfied the specific requirements of fire, police, and council services while maintaining architectural coherence. Our approach focused on transforming complexity into opportunity through thoughtful spatial planning and meaningful material choices.

The resulting three-storey building employs three interlocking volumes – brick, render, and zinc – each representing the distinct yet interconnected services housed within. This architectural language speaks to the collaborative ethos of the project while creating a striking presence on this prominent Newhaven site. The design carefully balances operational necessities with public accessibility, creating spaces that support both the daily work of emergency services and community engagement.

The greatest challenge lay in reconciling competing requirements within a constrained site. Each stakeholder brought essential, non-negotiable needs: the fire service required training facilities and appliance bays; police needed secure interview spaces; and the council required public-facing areas. Our solution implemented a strategic zoning approach, creating private, semi-private, and public realms within the building while maximising shared facilities like meeting rooms, kitchens, and open-plan offices to enhance collaboration and efficiency.

From the earliest design stages, we employed BIM modelling to visualise and communicate complex spatial relationships to all stakeholders. This technology proved invaluable in helping non-technical stakeholders understand how their specific needs were being addressed within the holistic design. By digitally testing configurations before construction, we resolved potential conflicts between the different services’ requirements, ensuring the final building would function seamlessly for all users despite their diverse operational needs.

The completed Newhaven Fire Station stands as a testament to ECE Architecture’s ability to transform complex multi-stakeholder briefs into coherent, functional architecture. By embracing the challenge of diverse requirements rather than seeing them as constraints, we’ve created a building that not only serves its operational purpose but enhances cooperation between vital public services, ultimately delivering greater value to the Newhaven community.
