ECE Planning
ECE Planning Director Chris Barker led the successful planning strategy for the £20 million regeneration of a prominent seafront site in Worthing, acting on behalf of Roffey Homes. The project involved the demolition of an existing hotel within a Conservation Area and adjacent to Listed Buildings, requiring both Planning Permission and Conservation Area Consent.

The approved development delivers 55 private apartments and a 79-bedroom national hotel, with basement car parking, creating a new focal point for Worthing’s seafront. The scheme plays a pivotal role in the town’s regeneration and forms a centrepiece within the wider public realm enhancement strategy.


Given the constraints typical of brownfield regeneration, including high build costs and the inclusion of a hotel element, the site’s financial viability was a critical issue. ECE Planning presented a detailed viability case to the District Valuer, demonstrating that the scheme could not support affordable housing. This resulted in a justified zero affordable housing contribution, unlocking delivery of the full regeneration vision.
