ECE Planning
ECE Planning were instructed by Roffey Homes Ltd to lead the planning for the comprehensive redevelopment of Union Place, a prominent brownfield site in Worthing town centre, identified in the local plan for regeneration.
The approved scheme delivers a high-density, mixed-use development of between 4 and 11 storeys, comprising 216 residential units (including 20% affordable housing), six live/work units, ground floor commercial space, a replacement public car park, and enhanced public realm.
ECE Planning managed the project from inception through to the grant of permission, including the initial planning appraisal, detailed Pre-Application discussions with Worthing Borough Council, and a structured programme of public consultation.

ECE Planning worked closely with council officers across planning policy, urban design, housing, and highways, and coordinated input from key consultees such as West Sussex County Council and Southern Water.
Public consultation and early engagement with the Local Planning Authority were fundamental in shaping a scheme that responded positively to design, townscape, and public infrastructure considerations. Feedback from the community informed the proposals, which were documented in a comprehensive Statement of Community Involvement.
Following successful negotiation and presentation to Planning Committee, permission was granted subject to a Section 106 Agreement. ECE Planning then managed the completion of legal obligations and progressed the discharge of pre-commencement conditions, including securing partial approval of the archaeological watching brief.
ECE Planning continue to support Roffey Homes Ltd in the delivery phase, ensuring compliance with planning conditions and maintaining proactive engagement with the Council to facilitate this strategically significant regeneration project.
