On behalf of Chichester College Group, ECE Planning received planning permission for major redevelopment of their Central Brighton Campus on Pelham Street. Hybrid planning permission was granted for the redevelopment and enhancement of the College’s education facilities, including new shared open space and also for up to 135 new flats on College buildings to the east of Pelham Street in central Brighton.

The scheme combines a new build extension and refurbishment of the Pelham plinth and tower, achieving the critical objective of consolidating the College into a single building. This consolidation allowed for the disposal of the College’s redundant accommodation east of Pelham Street, which provided a capital receipt to help fund the development.

The east wing of the new extension is home to new hair and beauty salons and the west wing is home to studios, workshops and digital studios for Creative Industries. Central to the College improvements is a new entrance to the College, set within a large outdoor plaza that includes secure bike storage for staff, students and visitors, and is open to the public to enjoy during the daytime.

ECE Planning also successfully secured planning permission for Phase Two of the College’s masterplan, including long sought improvements to Pelham Tower with over-cladding, helping to create better education facilities by vastly improving the environmental and thermal performance of the building. It significantly improves the appearance of the tower and includes new signage and a visual portal to the south face of the tower, in keeping with the recently completed Phase One redevelopment and extension to the campus.

Leading a large consultant team, ECE Planning took the scheme through extensive Pre Application discussions with the local authority and gained planning permission and advertisement consent for the works.
