ECE Planning

ECE Planning were appointed as lead planning consultant to support the redevelopment of Sussex County Cricket Club in Hove. Our role covered all planning aspects from masterplan strategy through to condition discharge.

The project forms part of a comprehensive regeneration framework, delivering new housing and public realm improvements while safeguarding the long-term future of the Cricket Club.

Phase 1, known as Tate Residences, marks the first step in this wider redevelopment, providing much needed capital receipts to fund the wider vision. The site is highly constrained, located within a dense urban context and adjacent to designated heritage assets.

ECE Planning undertook a detailed planning appraisal at the outset to inform height, massing, and layout. This work directly influenced the masterplan and supported a robust planning strategy. We led pre-application engagement with Brighton & Hove City Council, coordinated public consultation, and managed the planning submission. The scheme was shaped through collaborative dialogue and careful technical resolution, including townscape, amenity, and design matters. Key negotiations surrounded the ‘offsetting’ of affordable housing contribution against the wider objectives of improving a vital leisure and sports facility for the City.

Planning permission was granted at committee following officer support. ECE Planning subsequently discharged all pre-commencement conditions, enabling a smooth start on site.

This project demonstrates ECE Planning’s ability to lead complex, design-led urban projects from inception to delivery. Our strategic input helped unlock the site’s potential while balancing competing interests.
