Chris Barker Profile Back to team

Chris is the Managing Director of ECE Planning, which he founded in 2011. He brings extensive experience across both the public and private sectors, having held positions within several local authorities before transitioning to the private sector in 2007.

With a deep understanding of the development process, Chris offers tailored strategic advice with particular expertise in design, viability, and urban regeneration. His early planning role at Gunwharf Quays provided valuable, hands-on experience in delivering complex urban regeneration projects, cultivating a practical understanding of how buildings function—an uncommon and valuable perspective for a planner.

Chris’s public sector experience includes managing high-profile planning applications and engaging with a broad range of stakeholders. This background has given him a thorough understanding of how planning authorities approach applications, develop policy, and implement strategies—both from legislative and political standpoints.

At ECE Planning, Chris leads the planning team and oversees a wide-ranging portfolio of major planning applications and appeals across the residential, mixed-use, commercial, and education sectors. He has a strong track record in unlocking complex sites, adding value through his deep policy knowledge and pragmatic, solutions-focused approach.

As a Chartered Town Planner and full member of the Royal Town Planning Institute (RTPI), Chris has played a key role in delivering landmark developments across the UK. He is known for providing clients with honest, commercially grounded advice that balances planning policy with real-world deliverability.
