ECE Planning
ECE Planning was instructed by the landowners to promote a site in Ashington, West Sussex, for residential-led development through the Neighbourhood Plan process. Following years of strategic engagement and technical input, the Ashington Neighbourhood Development Plan was formally adopted by Horsham District Council in June 2021 after a successful referendum, with 82% of voters in support.
Our role involved promoting a comprehensive scheme for 150 homes, alongside landscaping, access, and extensive community and sporting infrastructure. The site forms the largest component of the Neighbourhood Plan’s 220-home allocation.
ECE Planning established and maintained positive working relationships with the Ashington Steering Group, Parish Council, and Horsham District Council. We also led community engagement and coordinated a multi-disciplinary team to provide the necessary supporting evidence, including masterplanning, landscape, transport, and education strategy inputs.
Our representations were submitted at each stage of the plan’s preparation. The final allocation secures not only new housing but also land for school expansion, allotments, formal and all-weather football pitches, and a potential sports pavilion.
This outcome demonstrates ECE Planning’s strategic insight, collaborative delivery, and long-term commitment to effective neighbourhood plan promotion.
