ECE Planning were appointed by the Hyde Group to lead the planning strategy for the redevelopment of the former Adur Civic Centre site in Shoreham-by-Sea.
The site, centrally located within the Western Harbour Arm regeneration area, had long been earmarked for significant redevelopment. The approved scheme delivered 159 new homes, including a minimum of 30% affordable housing, alongside ground-floor commercial space designed to activate the street frontage and support local economic growth.
The proposal features two buildings ranging from three to nine storeys, carefully designed to respond to flood risk constraints and deliver high-quality placemaking in a prominent urban setting. ECE Planning coordinated the planning submission, including full planning drawings, technical assessments, and led pre-application engagement with the Local Planning Authority.
A key challenge was managing complex technical requirements, flood resilience, sustainable drainage, energy efficiency, and comprehensive Section 106 obligations. All while maintaining viability and design integrity. The scheme also responded to the ‘Agent of Change’ principle’ seeking to protect the viability of the Duke of Wellington Public House, a local music venue.

In April 2023, full planning permission was granted by Adur District Council. The scheme represents a major step in the transformation of Shoreham’s waterfront and unlocks much-needed housing on a key brownfield site. The scheme is due for completion in 2026.
