ECE Planning
ECE Planning secured planning permission at appeal for the redevelopment of a previously developed site within the Brunswick Town Conservation Area in Hove, adjacent to the Grade II listed Palmeira Yard. Working closely with ECE Architecture, the team invested significant time and care into designing a scheme that respected the site’s sensitive context and the amenity of local residents.
The proposal had previously been refused by the local authority, primarily on heritage and design grounds. ECE Planning prepared a comprehensive appeal and represented the client at a virtual informal hearing, attended by Paul Fender and Chris Barker. The Planning Inspector found in favour of the appellant, concluding that the proposal would positively enhance the setting of both Palmeira Yard and the nearby locally listed Hove Hebrew Congregational Synagogue.

The Inspector noted the “modern yet sympathetic” design, which would make a positive contribution to the character and appearance of the Conservation Area. Importantly, ECE Planning also negotiated that affordable housing contributions were not viable, supported by a detailed viability appraisal.
The outcome represents a strong endorsement of ECE’s heritage-led planning strategy and negotiation skills.
