ECE Planning
ECE Planning were instructed by MiBri Ltd to promote land interests through the Storrington, Sullington and Washington Neighbourhood Development Plan (SSWNP). Our remit was to ensure the site’s successful allocation for residential development, navigating both the technical and political dimensions of the neighbourhood plan process.
Leveraging our in-depth understanding of both public and private sector planning frameworks, ECE Planning submitted detailed and robust representations throughout the evolution of the SSWNP. These promoted the site as a sustainable and appropriate location for growth, underpinned by evidence and tailored to reflect local objectives.
Central to our strategy was ongoing, constructive engagement with the Parish Council. This included addressing community concerns around development scale, infrastructure, and landscape impact, while maintaining a parallel track of promoting the site through Horsham District Council’s Call for Sites process. This dual approach ensured the site remained prominent within both plan-making spheres.
Our sensitive, considered promotion, particularly in relation to quantum, character and placemaking, led to the site’s draft allocation in the emerging Neighbourhood Plan. ECE Planning then represented our client at the formal Examination, presenting evidence to counter perceived harm raised by local residents and interest groups. Our contributions at the hearing were instrumental in confirming the site’s allocation.
Following adoption of the Plan, a full planning application for residential development was submitted and subsequently approved in September 2021.
This project exemplifies our strategic and collaborative approach to land promotion: maximising value through early engagement, policy alignment, and expert advocacy.
