ECE Planning
ECE Planning led the planning strategy for a prominent seafront site in Worthing, proposing the redevelopment of 25–26 West Parade and 4 Grand Avenue to deliver 35 apartments. The scheme sought to positively address local housing needs while maximising the site’s potential in a highly visible and sensitive location.

ECE Planning provided early project leadership through comprehensive pre-application engagement with Worthing Borough Council and coordination of a multi-disciplinary design team. Despite the planning application being refused, ECE Planning continued to support the client through a detailed appeal process, managing expert inputs from architectural, heritage, daylight/sunlight and transport consultants.


Throughout, we acted as planning lead, presenting robust evidence at the Public Inquiry, to address concerns relating to height, massing, and residential amenity. We ensured that design evolution, stakeholder consultation, and contextual analysis underpinned the case. ECE Planning worked closely with Roffey Homes to navigate a complex planning landscape, balancing policy compliance with design ambition and delivering a coordinated response to both local and national planning priorities.
